you are thinking of a FPV(first person view). I would use 2 xbees, one hooked up to a Arduino and another on my computer.
Then just find wireless camera but good luck finding one with that range. Try sparkfun.com

Without sounding too critical nothing you have listed is appropriate for what you are trying to do.
What were you planning to use the arduino board for? Those Xbee's only transmit data and you will be lucky to get 100m range from them.
Spend some (alot) of time reading through the websites i have listed , there is much to learn.
Once you are ready to buy equipment my i suggest nghobbies or rangevideo.

in the end it may still cost as much as a normal uav.

I recommend spending quite some time researching equipment before trying to build/buy anything. I'd also recommend that you be (semi) competent flying normal RC before trying anything more advanced.
As Patrick has said, i appears you are referring FPV, two fantastic resources are RCG and FPV-Community.
