I am trying to find a software wish let you use a computer or  laptop  to control a Autonomous vehicle i want to use a computer because i need the processing power

Ardupilot and the mission planner do that.

"Fly with a joystick or gamepad via your PC--no need for RC control!"

yes but can the Ardupilot  handel  vision processing

 think about it like this use a laptop to do what Ardupilot  does but the laptop gives you the processing power you need for the sensor i am trying to use

Three approaches I can think of

#1. Phone Drone+Android

#2. Ground Station Video Processing(opencv) + FPV + Wireless programming/telemetry + Remote Control

#3. $$$/Heavy payload(Think gas engine)

If I understand your question correctly the solution which most accurately describes what you have in mind is #2. A combination of 2 things:

#1. Wireless telemetry/programming

search terms "Xbee" & "wireless programming" on this site.

#2. FPV.

search terms "FPV" on this site.

basicaly i wan to do pc base ugv control 

the payload is not a problem
