I would like to purchase a fully functional UAV. I would prefer to buy a used one to get started but would entertain quotes for someone to build me one.

Here are the specs.

Payload Weight up to 15 kilograms
Pay Load form factor of 37 cm  width x 37 cm length x 10 cm depth. 
The payload should be mountable on the underside of the UAV and support a depth of 10 cm.

The UAV must also support an onboard IP based camera.

Consider looking at MLB company (www.spyplanes.com). Click on the bat4. A turnkey package starts at $35K. It says it has a 30lb payload (close to what your asking). The guys at MLB are very capable. I've had some experience with MLB Bats, they are reliable and inexpensive. You can PM me for more info. Good luck!
had to think a bit about commenting on this thread, but here goes...

I think the prevailing statements that the requested airframe is very large, heavy, and expensive are correct. Certainly beyond any DIY system or anything anybody not working for a large established manufacturer would or should consider.

I'm intrigued as to Robert's need for such a system and especially the IP camera requirement.

Contacts and information on larger systems are readily available on the internet.

The draganflyer systems are manufactured about 3 hours from where I live. they would not even come close to flying such a payload.
