They stated they are quadcopters but I am not sure what parts I need to look for (inexpensive) to conquer this feat. thanks

It depends entirely on how light you can make the ghost; the quadcopter isn't actually part of that ghost, but is actually many metres above it, lifting the ghost via strings (you can see this in one park scene).
The video's creator stated that he had trouble doing this prank due to the weight of the ghost prop; a friend then pointed him towards (IIRC) a hexcopter design.
