I've tested it at +3 km ! It's enough for me (for now) ! I have the XBee Pro 868 modules. It's rated for 40 km

you are thinking of a FPV(first person view). I would use 2 xbees, one hooked up to a Arduino and another on my computer. Then just find wireless camera but good luck finding one with that range. Try sparkfun.com

I do control my UAV with 2 Xbee modules, a Pololu Micro Serial Controler and my laptop.
