I spend Friday morning with their head of research in Washington DC. (They're very interested in the DIY Drones innovation model, and how it might apply/affect their own research). This project is one from their Advanced Development Labs (aka the Skunkworks).

It was President Eisenhower that warned: "Beware the Military/Industrial complex". The industry builds new toys and convinces the Military that they need them. Eisenhower had actually written: "Military/Industrial/Congress complex", but when he gave the speech, he left out the word "Congress". The B-1 bomber had parts that were made in all fifty states, so you can bet that no Congressman was going to cancel that program. Gotta love it.
